The incident occurred at 19:30 of the first period, and VandeVelde was assessed a minor penalty for elbowing.
The Blachawks captain left the bench briefly but remained in the game. Toews even scored a goal in the second period.
“He was the first to say I was an honest player,” VandeVelde told reporters after he apologized to Toews.
Based on his average annual salary, VandeVelde will forfeit $7,661.30. The money goes to the Players' Emergency Assistance Fund.
The depth forward has 13 points in 69 games this season.
