The Oakland Athletics, Colorado Rockies and Kansas City Royals will hold the best odds to win the 2024 MLB Draft Lottery. The Toronto Blue Jays, by virtue of making the playoffs, will not be in the lottery and will instead select 22nd.
MLB confirmed the official lottery odds on Wednesday. The draft lottery will be held during the Winter Meetings on Dec. 5 in Nashville.
MLB conducts lotteries for the first six picks in the draft and the 18 teams that missed the playoffs are eligible to win. However, this year, the Washington Nationals are ineligible to win a lottery because teams that are "payor clubs" under MLB's revenue-sharing model are not allowed to win a lottery in consecutive years.
Additionally, the Yankees, Padres and Mets are in the lottery and can win a top-six selection. However, if those clubs don't land in the top six, they will have their draft selection slide back 10 spots as a consequence for exceeding the surcharge tax threshold. If those three clubs do win a top-six draft pick, their second selection will slide back 10 spots.
Below are the draft lottery odds for the teams that missed the playoffs.
1. Athletics (.309 winning percentage), 18.3%

The draft order for the teams that made the playoffs has also been finalized now that the World Series matchup has been set.
Those 12 clubs are slotted based on the following: Wild Card Series losers, Division Series losers, Championship Series losers, World Series loser, World Series winner.
Within those groups, the clubs are further sorted based on revenue-sharing status with the payees slotted ahead of the non-payees.
