Armstrong, who battled injuries over the winter, threw 21.15 last week to win a meet at Cayman Islands — his best throw this season. His Canadian record is 22.21.
Perdita Felicien of Pickering, Ont., was fifth in a 100-metre hurdles race that was run into a headwind, crossing in 13.16 seconds. Olympic champion Dawn Harper ran 12.65 to edge American teammate Kellie Wells, who finished in 12.66.
