Jeff Francis would perhaps find the move to Canada’s lone team a welcome change of scenery. When healthy, the Canadian is a solid starter that can provide quality innings for a contending team. However, the 31-year-old left-handed pitcher has been plagued by shoulder injuries that have taken a toll on his career. Francis was 6-7 with a 5.58 E.R.A. last season with the Colorado Rockies.

Dan Haren comes with high-impact potential for the Blue Jays, as he has proven to be a reliable top-three starter for the majority of his career. At 31, Haren may be on the wrong side of time, but there has been nothing that would indicate a steady decline for the 6’5 righty. Haren posted a 12-13 mark last season, with a 4.33 E.R.A. In 2011, Haren was seventh in American League Cy Young voting, and at the top of his game, Haren would provide another arm that could carry the lofty expectations set by Toronto’s free-agent haul this off-season.

Chien-Ming Wang won 19 games in consecutive seasons with the Yankees in 2006-07. However, the 32-year-old has been in steady decline since then, marred by injuries. Wong started with the NL East pennant-winning Washington Nationals last season, going 2-3 in five starts last year. If Wang is healthy, he can provide his veteran guise and experience to a Blue Jays team looking to make the playoffs.

Joe Saunders has proven to be a solid starter throughout his career, and would make a tangible impact at the bottom of Toronto’s rotation. Split between stints in Arizona and Baltimore last season, the 31-year-old went 9-13 with a 4.07 E.R.A. In 2008, he was named to the American League All-Star team. Having the good fortune of being on five consecutive playoff teams, Saunders could provide veteran playoff experience to a Toronto team desperate to change its identity from pretender to contender.

Carlos Zambrano is an enigmatic 31-year-old is desperate for a change of scenery, after going 7-10 with the Miami Marlins last season. Zambrano has been prone to animated outbursts throughout his career, something that wouldn’t play well with no-nonsense Jays skipper John Gibbons. If Roy Oswalt can return to his scintillating 2010 form, then the Blue Jays would be getting a real bargain in the 35-year-old veteran. Oswalt went 4-3 in nine starts with the Texas Rangers last season, and is coming off playoff appearances in 2010-11 with the Phillies. Oswalt has a five-pitch arsenal that should still give hitters some discomfort when matched up against the righty. At 35, and his numbers beginning to decline, Oswalt should be viewed as a high-risk, high-reward prospect for the Blue Jays.

Jason Marquis has been a solid bottom-of-the-rotation pitcher for the majority of his career, and could adapt well to the role in Toronto. Marquis went 6-7 last season, with a 4.04 E.R.A. with the San Diego Padres last season. Marquis broke his wrist in August, ending his 2012 campaign. Even with the inherent risk involved in taking a pitcher recovering from injury on the wrong side of 30, Marquis is an option that Toronto ought to look at if it is serious about contending for the playoffs.

Anibal Sanchez is coming off a World Series appearance with the Detroit Tigers, and could provide an ideal combination of youth and playoff experience that Toronto is striving for. Sanchez recorded a 4-6 mark with a 3.74 E.R.A. last season with Detroit and would undoubtedly bolster the Blue Jays’ pitching arsenal. At 28, Sanchez could log major innings for the Blue Jays, providing insurance for the older starters in the rotation.

It was not long ago that Mike Pelfrey was regarded as one of the most capable prospects in all of baseball, and he has somewhat delivered on expectations for the New York Mets. However, the 28-year-old underwent Tommy John surgery in April, and is viewed as a calculated risk moving forward for prospective suitors. Pelfrey won 15 games in 2010, and it is not unrealistic to say that if the towering 6’7 righty catches some breaks, he could replicate his success from three seasons ago.

An off-the-board choice, Daisuke ‘Dice-K’ Matsuzaka is in desperate need of a change after being harangued as a bust in Boston. It is often forgotten that the Japanese 32-year-old posted a spectacular 18-3 record in 2008, with a sparkling 2.90 E.R.A. Hitters caught onto Matsuzaka’s delivery, and the weight of the Boston sports world seemingly shattered the pitcher’s psyche. If Matsuzaka can regain some of his form that once made him one of the baseball world’s darlings, it is an intriguing move for the Blue Jays management team to consider.
