Ottawa also announced forwards Clark Bishop and Logan Shaw have been recalled to the taxi squad.
Norris is third in scoring on the Senators this season with 22 points including a team-leading 14 goals in 28 games.
Ennis has one goal and 11 assists in 26 games.
The Senators now have three players in protocol with goaltender Anton Forsberg entering this past Monday.
Ottawa (9-17-2) hasn’t played since Dec. 18, a 4-3 road loss to the Philadelphia Flyers, with six games postponed. The Senators return to action Saturday night when they visit the Toronto Maple Leafs in the latest chapter of the Battle of Ontario.
