With the MLB international signing window now open, the Toronto Blue Jays are expected to finalize a deal with primary target Luis Meza for just over $2-million, according to Sportsnet's Shi Davidi.

Davidi adds that deals Dominican internationals Railan Tejada (around $600,000) and Jean Carlo Joseph ($450,000) will be completed Monday.

Davidi says to expect several other smaller deals. The Blue Jays and Los Angeles Dodgers are tied with the smallest bonus pool to spend at $4.644-million. Toronto lost $500,000 and a second-round pick for signing slugger George Springer.

Meza, a 17-year-old Venezuelan catcher, was ranked 33rd on MLB's international prospect list.
